v2.7.0: Local and workspace dependency linking fixes

v2.7.0 improves local and workspace dependency linking, fixes file: package handling across dlx and moved lockfiles, and improves Windows virtual-store behavior.

Fixed

• Local and workspace dependencies: preserve links, bins, peers, patch hashes, and relative link: dependencies across installs and lockfile rewrites (#1648, #1679, #1680, #1684, #1685, #1688).
• file: packages in dlx: resolve relative specs from the invoking directory and accept Windows paths (#1642, #1708).
• Windows virtual store: rewrite moved junctions and replace a real directory left at a global-store entry (#1646).
• First dependency after an empty lockfile (#1707): detect the new dependency during install.

Added

• Interactive update context (#1702): show the project name in the picker title.
