World Intelligence 0.10.0 — Measured Intelligence
World Intelligence 0.10.0 is the public proving release for ACE Core 0.6.0 measured intelligence.
It reproduces the recorded public-data journey from Observation through Brief, Decision, reviewed Action, observed Outcome, and governed feedback under explicit World-owned criteria. Useful classifications can emit proposal-only governance recommendations; the demonstrated rejection/no_action path preserves history and changes no effective state.
The root package remains inert JSON-only domain data and depends on ace-core>=0.6.0,<0.7. The optional Federal Register source adapter is built and attached separately; it is never installed by the root package.
Boundaries: these are bounded recorded-source product checks, not causal findings, population performance, general human benefit, current network freshness, or autonomous promotion. No proposal applies itself.

World Intelligence 0.8.0 is the first independently installable ACE Domain Pack release built against ACE Core 0.4.1.
