Fork obsidian-radar into Task Radar: due-date-driven task radar

- derive blip radius from Obsidian Tasks due dates; rings become date buckets
- bind command links blips to task lines via ^block-id
- right-click postpone / complete / set-due / open + drag-to-reschedule
- live refresh (time-drift + external due-date edits) and completed-task fade
- rebrand: id/view/extension, README, LICENSE attribution, versions.json
