Cannot resend verification code after clicking the button in error message

Env: staging 2023-03-21

1. Signup with email
2. Enter verification code
3. Abort the signup before completing it
4. Signup again
5. Sees the cooldown still counting, no new verification code received
6. Enters the old verification code
7. The error message ask to resend, but nothing happens after clicking the button
8. After the cooldown, User can send a new code.

I think we should still keep the cooldown in place, don't show "Click to resend" in the error message during cooldown.
