Automated modified build of upstream BCR v3.9.

This is a GPL-3.0-only modified fork release from autokick/BCR, not an
official chenxiaolong/BCR release.

Local patches applied:

  • Use framework Icon object for notification small icon
  • Make ancillary log file creation best-effort
  • Point module update checks to this fork's latest release metadata
  • Embed fork provenance and modification notices in distributed source/module artifacts
