Fresh-install and New Harness reliability fixes:

• Retry interrupted managed-runtime downloads without mixing partial responses.
• Open narrow and short terminal panes at their actual dimensions, including a third split.
• Show complete New Harness recovery instructions and actionable repository errors.
• Reduce repeated Git subprocesses when reading session metadata.

Validated with real Codex and Claude installations in isolated homes, folder and Git journeys through hn, and real tmux terminal streams.
