feat(ad_service_state_monitor): support modified goal #1280

Description

The planner may change the given goal. (like pull_over change the goal)
The modified goal can be used to determine if the vehicle has reached the goal.

Tests performed

checked it's possible determining ARRIVEGOAL with modified goal with psim and real vehicle
