v2.5.10

In this release I mainly made sure VLD is up to date with latest windows sdk and c++20. I've converted the tests to native vstests and made sure they're executed in github actions, ensuring that every future commit will be tested.

• Converted most tests to vstest instead of gtest
• Made sure the tests are run in github actions
• Updated to latest version of dbghlp
• Fixed a deadlock that could happen when running the vstests, but also in other cases
• Removed dependency on the cppformat library
• Converted to C++20
• Started using std::mutex where possible
