Adds three depth-matched service-autopilot verticals (19 → 22), each a full vertical (flow + reviewer agent + compliance pack + threat-model + /…-review command + 12-case golden set) mirroring the existing 19, plus central registration (connectors, SLA, latency budgets, operator roles, plugin hook, console).

• 🗽 Immigration — assemble petitions + check eligibility; a licensed attorney of record signs before USCIS filing. Core risk: UPL (8 CFR 292.1 / G-28), document fraud (18 USC 1546, INA 274C), frivolous-filing bars.
• 🏠 Appraisal — pull comps + reconcile value vs AVM; a state-certified appraiser signs every USPAP report. Core risk: appraiser independence (Dodd-Frank / Reg Z 1026.42, FIRREA), valuation bias (ECOA + Fair Housing, ROV).
• 💵 Payroll — gross-to-net + payroll tax; a payroll manager (CPP) signs before the irreversible ACH funding + 941 deposit. Core risk: FLSA OT/min-wage, Trust Fund Recovery Penalty (IRC 6672), EFTPS, CCPA garnishment caps.
