GreatCTO becomes an AI Product Builder — describe a software product, approve the spec at one CTO gate, and the pipeline ships it (spec → scaffold → build → test → deploy). The regulated runtime surface moved to a separate repo; great_cto is build-only.

  • Gate tiering (ADR-003): per-change change_tier — T0 maintenance → no gate, T1 feature → only plan (the one CTO gate), T2 → full set. Volume/scope escalation + a live board badge.
  • Tier-aware judge (ADR-004): cheap model on T0/T1, frontier + human on T2.
  • 6 build archetypes (vertical-saas · booking · crm · dashboard · content · marketplace-lite) — ~40 products / 10 US industries; design-advisor + ui-ux-pro-max build the UI.
  • Reviewer consolidation (single archetype-review-base scaffold); operate split; board agent-launch removed.
