npx great-cto board works on a fresh install

• Board bundled into the npm package — prepack now ships packages/board
  (server, lib/, public/) plus its runtime import closure inside the tarball
  (109 kB → 260 kB), so a clean npm i -g great-cto runs the board with no
  plugin installed. Previously every fresh install failed with "Board server
  not found".
• Plugin-cache scan fixed — the resolver checks every marketplace dir under
  ~/.claude/plugins/cache/, not just the hardcoded local; resolution order:
  dev checkout → plugin cache (newest versions) → bundled fallback.
• Resolver extracted to src/board-path.ts with 6 new tests (CLI suite:
  194/194), including an empty-$HOME boot test of the bundled server.
• scripts/release.sh tag step works with tag.gpgSign=true (annotated -m).
