3.1 Release!

Today I am releasing version 3.1 which includes a more visually appealing list of skins and allows searching.
This release also bumps the version of dotnet to 10 and aligns the SkinTypes and SkinSubTypes to Ephinea.
This also fixes downloading and applying skins as the last big refactor apparently broke it and I did notice until after I pushed the release.
Sorry about that.
As always, if you find any issues feel free to submit issues.
