Removed a race condition

there was a race condition where purs read the timestamp of extern, then IDE overwrite extern file, after that purs read the extern file...

Causing the purs with old timestamp with updated extern file... causing our logic to decide skipping and extern diff becomes 0.

Now, purs will read the extern first, then this race condition is handled
