Originals SDK 3.0 prerelease.

• Upgrade to @originals/sdk@3.0.0-next.1 and @originals/cel@0.2.0-next.1.
• Fix the CEL migration, which could not run at all under 3.0's NO_CUSTODY check.
• Lists re-minted by the earlier migration have no controller key, so they can never record new provenance. Owners can now make an authorable copy from a list's provenance details.
• Publishing is recorded in the list's own event log: a signed, content-addressed snapshot of what went public.
• Provenance UI no longer renders silence — a list with no log, or one sealed at migration, now says so.
