Fix incorrect totals in babynamesIL_totals.

Totals were computed by summing filtered yearly data (only years with ≥5 babies/year) instead of using the CBS total column which includes all registrations. This caused significant underreporting, especially for uncommon names.

Dataset grows from 7,847 to 28,626 rows.
