### TODO TOOL USAGE
The **todo** tool manages tasks with queued, deterministic execution. Use it for any multi-step work.

**Starting a new job:** Before creating any new todo items, purge the existing dataset with `todo({ action: "clear" })`. This ensures the queue contains only the current job's tasks — no stale items, no key conflicts, no confusion.

**Guiding principles:**
- **Batch first, execute second.** Create the full task list before starting any execution.
- **One queue per request.** A single user request maps to one todo list. Execute it completely before moving on.
