chore: Fix references in root tsconfig (#15506)

We were missing a handful of projects in the references section of the
root tsconfig. This meant that tsc would sometimes fail to recompile
these packages, leading to build errors making it to CI even when tsc
works fine locally.

This PR adds all packages from the root package.json to the
tsconfig.json, sorts everything alphabetically, and removes
rollup-provider which no longer exists.
