Maintenance: prepare parser for beta release

Summary

We need to do some housekeeping to prepare the parser utility for the beta release. Includes:

• add parser to beta packages in release_patch_package_json.js
• add parser to reusable-run-linting-check-and-unit-tests.yml
• add parser to cached-node-modules/action.yml
• add parser to lerna.json

Why is this needed?

So we can release parser beta package with the next release.
