It may take time to release new versions of colcon bundle to pip. This makes from-source installation the default (and unblocks Melodic CI for SAs).

Is this what we want? For the reliability of our CI pipeline to depend on the tip of master of colcon-bundle? Didn't we have a massive headache one time when the latest rosdep or colcon or something broke?

I don't understand this comment - we already depend on tip of master of colcon-bundle, just in an inconsistent manner (inside the gazebo9 script). It's an improvement, not a regression.

In any case, this will be removed once the fixed colcon bundle is in pip (see #36). I will clone a specific commit ID just to be safe.
