nitro-cli is now on crates.io as aws-nitro-enclaves-cli. cargo install aws-nitro-enclaves-cli installs the nitro-cli binary. Building or running enclaves still needs the kernel driver, the enclave blobs and the allocator service from the RPM; a cargo install binary alone cannot do that.

Changes:

• Publish the CLI and its three helper libraries to crates.io: aws-nitro-enclaves-enclave-build, aws-nitro-enclaves-eif-loader, aws-nitro-enclaves-driver-bindings (1.0.0). Releases publish from a tag push through crates.io Trusted Publishing.
• The package in Cargo.toml is renamed from nitro-cli to aws-nitro-enclaves-cli. The binary, the library name nitro_cli, the RPM and the Rust API are unchanged. Git dependencies on this repo need nitro-cli = { package = "aws-nitro-enclaves-cli", git = ... }.
• Fix a clippy useless_format warning on current stable.

No changes to enclave blobs, the driver or the allocator since 1.5.0.
