Previously, copilot task run --generate-command always assume the root role before pulling information to generate a command. It should assume the environment manager role when the generate-command target is a service workload deployed in an environment.

#3095 changed the session for `--generate-cmd` from default to EnvManagerRole; that role needs the `states:DescribeStateMachine` permission.
