* Added descriptions to the public packages

* Ensure that default/Release will use cmake's RelWithDebInfo so we always have symbols

* use nuget api to verify presence of uploaded nuget packages

* Added x64/x86 to lib names, updated build scripts and loader

* Do not build shared libs when assembling final packages

* Ensure release configuration is used when building

* Make publishing wait for the package to show up via API before finishing

* Removed the need to constantly update the csproj version, the git tag should always win

* Added support for new symbol package format
