Overview
This release increases the referral account activation threshold and introduces automatic enforcement for existing accounts during upgrade.

Activation Threshold Update

Increased referral account activation threshold:
- From: 100 AXM
- To: 1,000 AXM

The new threshold is enforced through self-delegation requirements.
Automatic Account Enforcement
During the upgrade, the chain automatically validates all referral accounts:

Accounts with self-delegation below 1,000 AXM are automatically deactivated

Accounts that no longer satisfy referral status requirements receive a scheduled downgrade

Downgrades are delayed:
- 1 hour after upgrade
- plus 1 second per account (to avoid collisions)
Upgrade Handler (v2.2.1)
A new upgrade handler has been added in app/upgrades.go.
The handler performs:
- Referral account threshold validation and deactivation
- Referral status requirement checks
- Automatic downgrade scheduling for non-compliant accounts
Backward Compatibility
- Accounts already meeting the new threshold are unaffected
- No new KV stores or module migrations are required
- The upgrade is a one-time state correction and continues operating normally afterward
