Terminal-Bench adapter hardening patch.\n\n- Fixed TBENCH_REQUIRE_STRONG=1 so later strong-agent timeouts no longer abort the whole Harbor trial after an executable strong intervention has already been accepted.\n- Strong rescue failures remain visible in trace metadata and the run can proceed to normal verifier/reward handling instead of infrastructure RuntimeError.\n\nValidated with build, web build, docs status, secrets scan, package smoke, Terminal-Bench runtime unit tests, Python compile, and dry-run tbench smoke.
