Tweaks menu and the Veinminer tweak

The base plugin gains a Tweaks category: small gameplay changes you switch on one at a time, all off by
default. /tweaks opens a chest menu, and /tweaks list and /tweaks <tweak> [on|off] also work from
chat and the console.

The first tweak is Veinminer. Break one block of an ore vein and the whole same-material vein goes with
it. It has three modes:

Mode	Who veinmines
shift	Anyone, while sneaking
enchant	Only a tool carrying the Veinminer enchant
both	Either one

Chest GUI menus for addon settings

The settings commands for Health Decay, Random Drops, Lava Raise, Volcano, Graves, and First To now open
a chest menu instead of printing a text list in chat. The typed subcommands still work, so console use
and scripting are unaffected.
