AyanamiTaskManager 1.0.27 — reliable startup after reboot

Fixes a startup failure when Windows recycles the old daemon PID for another process. Runtime locks now bind the PID to its creation time, and older locks are recovered when the replacement process was created after the lock. Unknown process identity retains the lock conservatively.

Windows identity lookup uses bounded scalar timestamps without WMI or .NET object serialization. Packaged smoke tests use separate temporary user directories so lingering input-method log handles cannot block the next run.

Validation: 255 test files / 923 tests, desktop E2E 20/20, full release pipeline, packaged/portable/installed recovery of both legacy and current lock formats, and installed MCP first atm_begin passed. The installed runtime reports 1.0.27 and the lock identity matches its real process creation time.
