Move the public core license to Apache-2.0 and keep the commercial boundary in LICENSING.md and ADR-0029. Tighten public compliance wording to describe controls and audit evidence instead of certification.

Relicense Grob Core to Apache-2.0, update package and release metadata, and tighten public compliance wording around controls and audit evidence. Historical AGPL references stay only in superseded ADRs and changelog history.
