argparse and clap refuse -a-b, getopt and tools.cli expand it and report the hyphen as an unknown option. Nobody stops silently and nobody reads it as one option.
getopts with a: binds -ab and -a=b, argparse and clap bind both and strip the =, and the long form here already strips it. A bound value may start with a hyphen, which also fixes --foo=-bar.
