On node type settings page, display flag checkboxes in own fieldset, not in the publishing workflow

Currently it's not clear that there are flag settings when configuring a content type. They're at the bottom of the publishing workflow, and that's not intuitive. Let's put them in their own fieldset.

Turns out setting the defaults wasn't working properly so this will also fix it.
