It's currently using things like 'every page' to group things, which may work from a 'get more files in an aggregate file' point of view, but that can really mess up the cascade if the themer is being careful to try to load things in a certain order.
I don't necessarily have a proposed fix or set of changes, but I thought it'd be good to look at what we're currently doing with fresh eyes and see if there's some room for improvement.
