No error in admin UI when config management can't access staging directory #3112
Description
If your directory permissions are not set properly, and the web server user doesn't have permission to read the contents of the staging config directory, it should provide some sort of error or warning on the Configuration Management Synchronize page.
Right now, the the page is not displaying any error or indication that things aren't working properly, and just has the (likely-false) message of "There are no configuration changes currently staged".
