[META] Core UI icon picker initiatives

We've added the Icon API into core, and an icon browser. This issue tracks proposals (and subsequent issues) to use icons and an icon browser to add icon functionality to core.

• Allowing site editors to pick an icon to use as the site logo.
• Picking icons for menus.
• Picking icons for tabs
• Picking icons for each users avatar
• Picking icons for use in body field (Add a CKEditor button)
• Picking icons to add to taxonomy terms
• Adding an icon to node titles.
• Picking an icon to include in a button
• Adding icons to status messages
• Picking icons for specific fields, especially fields like contact information (phone, email, address, and social)

The initial list above copied from a post by @stpaultim and may not be definitive. We'll need to decide if these are reasonable proposals, and create separate issues for those that are reasonable.

Would appreciate input on how to filter this list to agreed reasonable action items.

Just to be clear, the list above was originally created as a list of things you might use an Icon picker for in core, contrib, or even custom code. It was not a list of suggestions specifically for core. So, some of these things might be suitable for core, others are clearly NOT.

Here are my top 3 candidates for core:

1. Icon as logo
2. Icon for user Avatar/Profile Pic
3. Insert icons into CKEditor

I think that the option to use an icon as a site logo would be a solid contribution to core. I like to use Backdrop CMS to spin up personal sites or create custom web apps with specific functionality, where design is not critical. Being able to quickly select an icon for the header seems to me to be a really practical use of icons that we already have in core. I don't think that most people are going to use this feature on finished sites, but I think that most people will benefit from having it available - even as a placeholder during development. The icons are already in core, the picker is already in core, why NOT do this?

I think the ability to use icons as a default Avatar/Profile Pic for users would also be a relatively strong candidate for core. Again, given that the icons and picker are already there.

Adding the ability to use Icons in CKEditor for content, might be the single most userful use of an icon picker in core. I've listed it third, in part because it's probably also the most difficult of the three.
