[DX] Replace drop-button theme wrapper madness with a simple theme function

As much as possible, we should simplify things so each concept gets it's own theme function. There's no reason to extend theme_links with extra theme hook suggestions to build a dropbutton. It should be a separate (simplified) piece of code.
