v0.4.2-new
92c869f
ci: pin payload SDK/library versions, bump actions to node24

Pin the payload toolchain (ps5-payload-sdk v0.43) and the homebrew
library bundle (pacbrew-repo v0.40.3) instead of tracking latest, unpack the
libraries underneath the SDK so the pinned SDK wins, and install xxd/zip,
which make dist needs.
