release: v0.4.5——主题持久化修复 + 消除启动白闪 + 启动画面与主题完全同色

- 主题持久化重写: applyTheme 纯视觉永不落盘; 唯一落盘 setThemeId(用户显式选择)
- 启动恢复只读(Rust app.json 权威 + resolveAuthoritativeTheme) + 回退 watch 纯渲染
- 消除启动白闪根因: window-state 插件默认含 VISIBLE 重 show 窗口, 已改
  with_state_flags(SIZE|POSITION|MAXIMIZED) 不含 VISIBLE; 主窗口 visible:false +
  前端首帧后 show(); 原生窗口底色 set_background_color + 4s 兜底
- 启动画面与主题完全同色: setThemeId 持久化精确 --bg(bgOf/getStoredThemeBg),
  splash 用 var(--boot-bg), Rust theme_bg_rgb 读 themeBg 精确色
- 版本 0.4.5(单源 package.json)+ CHANGELOG/HANDOVER 同步

验证: pnpm test 49 / lint 0 / build ✓; cargo test --workspace 63;
cargo clippy --workspace --all-targets --no-deps (dev+release) 0;
pnpm tauri build(路径B签名) → ToolBox_0.4.5_x64-setup.exe
