Minor upgrade for WIndows 11, and the newer versions of Git:

• Update all options in the Git installation
• Will no longer add .../git/cmd to PATH, as this is now default in the Git installation
• Update PowerShell method used to download library
• Update ExecutionPolicy to work on WIndows 11
• Apply linting rules to markdown file
