Column widths were counted in runes, which is right only for ASCII: a CJK ideograph or an emoji occupies two terminal columns and a combining accent none, so any such value left the right border ragged.

Widths are now measured the way a terminal draws them — two for the East Asian Wide, Fullwidth and emoji ranges, zero for combining marks and variation selectors — and a test asserts every line of the table is the same width with 東京都, an emoji and an accented value in it.

Includes v1.9.1: a rule between every row, and the header and key column bold on a terminal (plain when redirected or captured).
