Adds the native FT8 decoder based on the existing CW decoder firmware path, 40 m FT8 profiles with the 125 MHz upconverter offset, the 30 dB cabled FT8 loopback test workflow, and the expanded firmware API contract. Hardware loopback validation decoded CQ K1ABC FN42 at 1500 Hz with zero dropped slots.

This package is assembled from the locally built Pluto firmware payload in
build-v0.39-bakstaaj.3g-fw-plutoplus-clg400, with the release version string injected into the initramfs.

For the new SD-boot board, use the SD-card files or image. The SD boot package
keeps the OEM BOOT.bin and uEnv.txt boot chain, uses the OEM DTB with qspi-nvmfs
patched to 5 MiB, and injects the dashboard-enabled rootfs. The raw SD image
contains a 100 MiB FAT32 boot partition followed by a 100 MiB Linux/ext4 data
partition labeled PLUTO_DATA. On first boot the firmware mounts the data
partition at /media and can expand it to the remaining physical SD-card
capacity.
