chore(release): cut 1.13.1

Patch: the shipped demo (python -m baldur.scripts.demo_self_healing) has ended
at "lost -2" with exit code 2 on every wheel since 1.10.0, when open-circuit
capture began parking the fast-rejected charges the tally did not count. One
Fixed entry, no Changed or Added entries, nothing breaking.

Pre-release suite (PRO-present superset): 38379 passed, 190 skipped, no
reruns, in one pass. The public CI runs the PRO-absent surface on the fix
commit.
