Improve "oldest" tox task
This is only the first step. I need to update the use of cibuildwheel as well. We aren't building for Windows/Python 3.14, so don't need the free-threading version either. This should fix the action failure that occurred on the last merge commit on main.
Changes to the action have been verified already as part of a PR review.
