Add a Warning callout to the Base node-operator snapshots page flagging the required migration to reth V2 storage by mid-August for Base Mainnet, the decommissioning of V1 snapshots, and the two migration paths (`base-reth-node download` vs `base-reth-node db migrate-v2`). Also fix the migrate-v2 command (`base db migrate-v2` -> `base-reth-node db migrate-v2`) to match the v1.2.0 release notes.
