move_issue_to_project in this release silently no-ops on cross-project moves: Jira Cloud's PUT /rest/api/3/issue/{key} returns 204 No Content with the project field unchanged, but the tool reports success. The other two new tools (change_issue_type, move_via_clone) work as documented; if you need them, please use v0.4.1, where move_issue_to_project has been removed.

For cross-project moves, use move_via_clone (clone-and-delete fallback that works without the global Bulk Change permission).
