Faster TV wake-up

After a long time in screen-off mode the TV drops into a deeper standby where the screen-on command times out. Previously the Wake-on-LAN fallback only fired after ~8 seconds of connection timeouts; the magic packet is now sent up front (it's harmless if the TV is awake), so a deeply sleeping TV starts waking immediately. Log output is also cleaner — wakeonlan's per-packet chatter is silenced.
