fix(ci): build frontend before tauri-action runs

tauri-action shells out to `tauri build`, which compiles
`tauri::generate_context!()` against the `frontendDist` path
(`../dist`). When the path is missing the build aborts with
"Unable to find your web assets". Add an explicit `npm run build`
step in the release matrix so dist/ exists before tauri-action
is invoked.
