Fixes timeout-policy equality so creation-age and last-allocation rules with identical thresholds or randomized bounds remain distinct in combined policies and keep separate expiry state.

Matching configurations of the same policy type still compare equal. Existing APIs, Java 8 support, and the org.bbottema.genericobjectpool automatic module name remain unchanged.
