Summary

This release moves release narrative authoring out of the packaging script and
requires reviewed notes based on the complete release diff. It also incorporates
the latest Crow testing guidance from the main branch.

• Requires an LLM-assisted or maintainer-reviewed release narrative instead of
  deterministic summaries based on commit subjects or file names.
• Keeps release packaging responsible for provenance, archive integrity,
  version consistency, and draft-release verification.
• Extends the testing guidance with manual-coverage planning and reusable
  shared-validator testing patterns.

Changes

• Added a versioned reviewed-notes location for the approval-gated release
  workflow.
• Updated the release workflow and skill documentation to fail closed when
  reviewed notes are missing or inconsistent.
• Preserved cross-platform regression coverage for candidate provenance,
  checksums, annotated tags, and draft assets.

• Crow asset validation: passed with 0 errors and 0 warnings.
• Package dry run: passed.
• Archive inspection: passed; no evidence or local-state entries.
• Additional checks: exact version consistency, approved-commit, provenance,
  checksum, annotated-tag, and draft-release checks passed.
