UI - Remove completing party name validation for firms when filed by clients

Form firms (sole proprietorships and general partnerships)

• completing party name validation is not required in the UI for filings by clients because the completing party is pulled from BCSC and non editable
• completing party validation is still required for staff filings because it is manually entered based upon what is on a paper form
