Adds functionality to include 'flags' for observed variants (comma-separated string list, for display in the kb summary page in IPR).
Includes ability to pass a csv of transcript flags (eg MANE, APRIS, canonical transcript) as an argument to the report creation function, match these to the transcripts of observed variants, and include the flags for upload.
