The org preset is what every repo's renovate.json extends, and the product repo now calls the governance gate on every pull request. Without a Spec: trailer in the commit body, every dependency update Renovate opens would fail that gate on arrival — a bot proposing changes that cannot merge is worse than no bot. GOV-R12 exists for exactly this: routine maintenance gets an honest citation instead of forcing an invented requirement. Signed-off-by: Wessel Verheij <info@nightworks.io>
