Add error messaging for authenticated users not on Max and Enterprise plans

This should happen on the plug in page and the post page.

• There will be no toggle. Just an error message.

Steps to get this done

1. Jacob to create a new API end point and open up a PR to do the BE work (ready for EOD Wed 22 July)
2. Then Fueled will do the styling in the WP
3. Then Fueled will do a round of QA (parallel with Viktor's UAT)

This is ready for you to test.

This is how it is (or should be) working now:

Plugin level settings: Disconnected users see a notice about needing the Max or Enterprise plan. Connected with account that cannot send (launch or scale), then the user sees a similar notice saying they need the Max/Enterprise plan.

Post Editor Sidebar: If cannot send then all settings are hidden and it shows the same notice as plugin settings.

Advertisment block: If cannot send it shows the same notice copy in place of the block copy and hides the block sidebar settings.

The latest version is on the testing site now.

QA Update ✅

Verified the lower-plan handling using a connected beehiiv account without newsletter-sending access.

Confirmed that:

• The plugin connects successfully without showing raw authorization or forbidden errors.
• The beehiiv settings page displays the expected Max/Enterprise plan notice.
• The Learn more about plans link opens the beehiiv pricing page.
• Publication and template settings are hidden for the unsupported account.
• The post editor sidebar displays the plan restriction message instead of the Send to newsletter toggle and related settings.
• The Advertisement block displays the same restriction message and hides its configuration controls.
• No console errors were observed.
